Unique Identifiers


Who requires unique user ID?

All persons that interact with PACCS are required to obtain unique user ID’s from PACCS. Since PACCS has commenced operations through KICTL, the following need user ID’s from PACCS.

1. All persons importing or exporting through KICTL
2. All Clearing Agents representing a Principal that is importing or exporting through KICTL
3. All Shipping agents dealing with vessels or cargo through KICTL
4. All warehouse agents that receive or store cargo brought through KICTL
5. All ship chandlers that engage in business with vessels at KICTL


Where to obtain unique user ID?

You may obtain your unique user ID from your nearest PACCS Help Office, situated in major business cities across the country.

Requirements for obtaining unique user ID

Before you can start working online with PACCS you will have to obtain unique user ID from PACCS. In order to obtain user ID’s you or your representative will have to visit the PACCS help office closest to you with the following documents:

Documents for Importers or Exporters

1. Original new NTN certificate
2. Original Memorandum of Association or partnership deed (not required in case of sole proprietorships)
3. Original NIC of the person obtaining the user ID’s
4. Copy of NIC of any one of the directors / partners / owners.
5. A pay order of Rs 500/- in the name of collector Model Customs Collectorate
6. Authority letter from the company (not required if the person receiving ID is the owner of a sole proprietorship)
7. Employment letter or company ID of the person receiving user ID’s

(Copies of above documents except the authority letter will be retained for Customs record and the originals will be returned on the spot.)

Documents for Clearing, Shipping or Warehouse Agents

1. Original license issued by Customs
2. Original NIC of the person obtaining the user ID’s
3. A pay order of Rs 500/- in the name of collector Model Customs Collectorate
4. Authority letter from the company (not required if the person receiving ID is the licensee)
5. Employment letter or company ID of the person receiving user ID’s (not required if the person receiving ID is the licensee)

(Copies of above documents except the authority letter will be retained for Customs record and the originals will be returned on the spot.)

Government departments, embassies, International Organizations etc.

1. Original FTN
2. Original NIC of the person obtaining the user ID’s
3. A pay order of Rs 500/- in the name of collector Model Customs Collectorate
4. Authority letter from the head of office
5. Employment letter or company ID of the person receiving ID


(Copies of above documents except the authority letter will be retained for Customs record and the originals will be returned on the spot.)


Process at PACCS Help Office

The process has been designed to take less than than 15 minutes. Customs officer on duty will enter information as per original documents into the data base, copies of documents will be retained and originals will be returned to you.

Your user ID will be handed over to you or your representative against proper receipt.You will be asked to feed in and confirm your first Password (minimum six digits) on the spot.

Congratulations on having your user ID’s; you are now free and can carry out all your Customs work from your own office.

What is the importance of unique user ID’s?

User ID of your business is your business’s signature over the web, your business is legally responsible for all declarations made through your ID. (legislation)

It is adviseable to keep strict security of your password. Responsibility for user ID lies with the person to whom it is issued in all circumstances.

Frequently changing your Passwords on line is an established mean of keeping ur ID secured.

Kindly obtain only as many user ID’s as you require and promptly cancel extra ID’s in case you do not require them anymore.


What happens if my Password is stolen?

Your Password is your responsibility so please take good care of it. In case you have reason to believe that your Password has been compromised, you have the following options:

1. If you are able to log onto the system using the Password that you fear has been compromised, then log on and change your Password.

2. In case you are unable to log onto the system with the compromised Password, please immediately bring the matter to the notice of the Customs office that had issued your User ID. Customs will immediately reset the user ID that has been compromised. (You will be asked questions from the information as provided by you in your profile; this is to ensure that the person on the phone represents you or your business. In case the person on phone is unable to answer the questions, the Password will not be reset, in such cases you or your representative will have to visit the PACCS office with ID’s establishing authority from the business).

3. On resetting your Password, you will be given a default Password which you will have to change on first Log in after resetting.


Can I ask my Password from Customs in case I forget it?

No. A Password is fed by you into the system as such Customs cannot tell you your Password since Customs has no knowledge of it.


How is it ensured that the information received by PACCS is not changed while over the web?

All information transmitted to PACCS over the web is encrypted. Secondly all data is as per our fixed formats. Lastly PACCS retains all information in its original form for a period of five years.
