Earlier, businesses availing facilities under DTRE program were restricted to import goods only through a particular port in Pakistan. This restriction at times presents serious problems for businesses since arrangements have to be made for special transport facilities for specific ports. These transport facilities may not be readily available or may cost substantially more than normal transport. The reason for such a restriction is a paper based register that is maintained only at a particular Customs station. Since quota debiting is involved, the goods have necessarily to travel to the port where the register is placed before clearance can be allowed by Customs.
All registers are electronic in the PACCS environment and are available online to all Customs formations. With PACCS e-registers, businesses are free to clear their cargo from any port in the country at their own convenience. |
