The carriers of cargo file multiple documents to various departments and port authorities. The documents are filed at different times and on varying formats. Usually these are paper documents along with floppy disks so that the recipients do not have to retype the information in their own systems. Since various paper documents are to be presented ,representatives of the Shipping Lines have to visit a number of offices and interact with numerous officials.
All documents have been reduced to a single electronic document under PACCS. It is submitted to Customs over the web and can be filed from anywhere in the world. Single electronic document under PACCS has the following advantages:
1. Representatives of the carriers are spared from traveling to each office and personally interacting with officials.
2. All amendments to manifest are online.
3. There is no requirement for supplementary IGM.
4. There is no requirement for EGM.
5. Port clearance is on online.
6. The Vessel Operating Agent does not have to consolidate the manifest of all co-loaders; each co-loader can file his own manifest independently.
7. Manifest information can be keyed-in online or uploaded from the system of the carrier to PACCS using a conversion utility.
How will manifest information be amended?
Simply log into PACCS using your unique user ID and amend, add or delete the fields that are incorrect.
What happens to existing process?
The existing processes are replaced with the PACCS rules.
