Advantages to Exporters


Welcome to a new era of trade facilitation in Pakistan. As a result of CARE initiative of the CBR, fundamental re-engineering of Customs procedures has been done since mid-2002. We are proud to announce that Customs laws and procedures have been amended with a view to simplify and expedite importing and exporting. With the inauguration of the Model Customs Collectorate you will be able to:

1. Export your cargo on 24X7 basis.

2. Fill your declarations online on our Custom software or use our client end software to fill declarations offline.

3. If you are unsure of export requirements use TARIP to determine exact export requirements.

4. File your declarations online to Customs from anywhere in the country. (No paper documents are required in support of your declaration).

5. Monitor the status of your declaration online from your office.

6. Wait for allow loading status from PACCS.

7. Obtain drawbacks / rebates without the need for filing rebate claims or calculation sheets.

8. File declarations to Customs without form-E.

9. Obtain drawbacks / rebates with the sail of the vessel without waiting for BCA.

10. Examination of cargo is not mandatory and is based on risk potential of the cargo .


What do you need to do?

1. Acquire Unique User ID’s from Customs.

2. Attend a simple training program on how to use PACCS software. Customs arranges training free of charge and in most business cities of Pakistan.

3. Ensure that your containers are sealed, and accompanied by the documents as listed below while passing into the port (legislation):
    a. Invoice
    b. Packing list
    c. Consignment note

4. Kindly ensure that your goods pass-in at the port well in advance of the departure of the vessel. The minimum recommended time for pass-in is eight hours prior to the departure of the vessel. In case of perishable commodities this time is four hours. If your cargo arrives later than the times specified above, it may miss the boat.



Comparison of existing export process and PACCS

Exports under PACCS are fundamentally different from the export practice as it exists other Collectorates. The following table highlights salient differences.

Customs work is phased.
1. Pre-arrival work.
2. Work while the goods are at the port.
3. Work after the goods have been cleared.

Goods are required at the port only for physical examination; all other Customs work can be completed either before arrival of goods or finalized after the goods have been exported.
Special lanes or procedures Special lanes or procedure for separate clients viz; Gold or silver category etc. All processes are manual and are variations of the typical process as described below. PACCS does not distinguish among its clients. We believe that all cargo is express, everybody is gold and deserves simple and automated facilities.
Pre-arrival processing of cargo No pre-arrival processes Once your goods declaration has been filed with Customs the terminal operator is authorized to accept containers as declared, list of documents that are required are also communicated to the TO. Next PACCS runs the declaration through its risk management engine statuses as determined by the RMS are held within the system and are disclosed to the terminal operator on the pass-in of the cargo. All assessment issues are also finalized before the goods pass-in.

If the cargo is not risky it is immediately allowed loading on pass-in and is taken straight to the vessel.

In case the cargo is risky it is brought to the examination area and further processing is dependent on the findings during examination.
Goods Declarations filing and processing Paper based Goods Declaration, four copies each of invoice, packing list, form-E and any other document that Customs staff may require during processing.

Paper work is brought to Customs staff who print machine number on the documents and return them to you.

Goods Declarations can be filed only by agents; if you wish to file the declaration yourself, a license or a special permission each time from Additional Collector Customs is required .

After machine numbering you present your documents to the Customs processing staff called groups.
Electronic Goods Declaration. No documents are required not even form-E. The goods declaration is also a request for rebate. Separate rebate request and calculation sheets are not required.

Declarations are filed over the web from your office from anywhere in the country. Customs Reference Number (machine number) is instantly allotted online. Your Declaration is immediately processed by the Risk Management Systems. In case there are some queries you are informed online by PACCS.

You are free to file Goods Declarations either yourself or through your agent; the choice is purely your own.
Departure of vessel No process except Vessel rummaging TO communicates online to PACCS "loading complete" status of all containers as loaded on the vessel.The vessel is allowed to sail out. Rebates are sanctioned by the system as soon as the vessel sails out.Cross checks are printed against the account number given by you in the profile and are handed over to the courier services for delivery at your address. There is no requirement for EGM since we are aware online of the cargo having been shipped abroad.
Rebate claims Rebate claims are filed after BCA has been received in the banks. Calculation sheets are also required by Customs. No requirements
Processing & sanction of rebate claim Your rebate claim is scrutinized by Customs and sanctioned. Rebate already processed and sanctioned
